Good to hear you made it to Qld and I’m very envious of your balcony and view. I’m on day 13 down in Melbourne (release day tomorrow) and husband is just starting his solitarily confinement in Sydney.

This forum has also been my lifeline for the last five years and a big thank you to everyone.

If there's any chance you can get on an earlier flight then I would do.  The news today has been about the state Premiers wanting to reduce the international traveller caps by up to 80% until either the new quarantine facilities have been built or around 80% of the population has been fully vaccinated (or both of those things have happened).  At the moment I think the figure for both doses is around 4% so that's certainly not going to be any time soon!

I'll keep everything crossed for you that it all works out.  You've given yourselves the best possible chance by going first class and presumably you're both fully vaccinated by now.  We got our visas the same day as you and we were originally booked for June but we got lucky with a really quick house sale and moved our flights forwards to April.  The first 2 we booked were cancelled but we managed to get a flight at the beginning of May so only a 9 day delay.  I won't pretend it was an easy time but it was worth the stress in the end.

Thanks @BargeUK and yes we both are fully vaccinated, property seems to be selling  extremely well  and quickly in our area. We are waiting for a copy of a completion certificate (one we cannot find in the mounds of paperwork), but the council is horrendously slow are getting a copy,  due to they have to get the file out of archives, once we have this house can go up for sale.

It’s in the same queue as 143 and that queue  is dealt with in strict date order. They have been granting visas for some May 2016 applications but met the caps a while ago so couldn’t  issue any more. The new financial year started today so they will start granting visas again. You may hear something soon.

The Contributory Parent 143 Visa was originally introduced to fast track permanent residency in Australia for parents to be reunited with children already resident in Australia in exchange for a two instalments totalling  AUD 47825 per person.  Originally based on the annual cap of 7500 Contributory Parent 143 Visa places per annum and the lower number of applications in the queue processing time and grant of this visa would normally have been within 2 to 2.5 years of the application being made. Unfortunately the number of applications for this visa have increased over the years resulting in a greater number of applications in the queue at the end of each migration year. In addition to this the annual cap of Contributory  Parent 143 Visa places to be granted each year has fallen from a high of 7500 places in 2009/2010 to 3600 in 2020/21 and 2021/2022 migration years which further extends the time for the visa to be granted. The delays are further compounded due to the fact that since 2016/2017 migration year onwards the number of visas granted in a migration year have been less than the annual cap whereas prior to this visas granted always matched the annual cap.

To put this into perspective as of 30th October 2020  49688  Contributory  Parent 143 Visas were outstanding to be processed for visa applications made between June 2016 and September 2020. 

Based on a visa application being made in September 2020 with a queue of 49688 with an annual cap of 3600 to be granted you would be looking at nearly 13.8 years from application being made to visa being granted.  (Maybe slightly less if some applications were withdrawn or not approved) .  This really is at all odds for applying for Contributory Parent 143 Visa in the first place at a high cost of AUD 47825 per person to be able to gain fast track permanent residency in Australia.

The Australian government really need to address this issue and close off any new Contributory Parent 143 Visa applications and commit clearing the current backlog within 2-3 years and introduce legislation after this where new applications made are cleared within 12-24 months of application being made as it is unfair to charge such a high cost for the Contributory Parent 143 Visa and expect people to wait so long to be reunited with their children and grandchildren.

Outstanding Contributory Parent Visa applications and outstanding Non Contributory Parent Visa applications at the end of each migratory year used to be reported in the annual report for each migration year published by the government at https://www.homeaffairs.gov.au/  however since migration years 2018/2019 and 2019/2020 they have not provided this detail and now only report the total number of Parent Visa applications outstanding to remove focus that the outstanding queue for Contributory Parent 143 Visa applications is becoming larger year on year.

Thank you so much for your reply. They never emailed or advised the queue date etc so supposed to be the date I applied for 173? Finger crossed it is my turn soon. Its been 5 years. I am in Australia at the moment with tourist visa expire in 30 days. So should I wait for that visa or apply for extension of my tourist vísa? 
furthermore, i need to apply for 143 and will the wait same as 173, another 5 years? I can’t remember after applying 143 do I have right to stay in Australia?

i am so glad i finally found this group so at least I know what is going on!!!

Applications before 1june 2018 have application date as queue date. You just get an acknowledgment that’s all. I think you will have to re apply for another visitor visa as it takes months to process once they start asking for more  documents etc. Once you have been  granted 173 you can apply for 143 and these seem to be granted fairly quickly at present. Given that planes are leaving  Australia and there’s no barrier for temporary visa holder to leave now they may not grant another visitor visa - I don’t know. You probably need to ask an agent.  Grant of 173 means you can stay for two years so you need to apply for 143.  If you are offshore when 173 is granted you cannot use it to enter Australia yet as it is  classed as a temporary visa but you can apply straightaway after it’s granted for  143.

So you mean i can apply for 143 once i have 173. 143 can apply onshore or offshore. But i will get bridging visa to stay in Australia while waiting for the decision of 143?

and how long does it roughly take since immigration contacts you regarding the processing of 173 until you finally get visa 173 if you know please?

Yes as soon as you are granted 173 apply for 143. You won’t need a bridging visa as 173 allows to to stay in Australia for 2 years so if you apply straightaway  after grant of 173 you will be ok. No idea how long to process 173 but it’s been taking a few months from being approached for more documents etc from reading previous posts. Really think you will have  to apply for another visitor visa if yours runs out in 30 days!!

It is probably deliberate.   As you know, the high fee for the Contributory Parent Visa is meant to compensate the government for the cost of medical care and pension entitlements for visa holders once they are living in Australia.  Around 2016/17 the government did research and discovered that the visa fee falls  thousands of dollars short of covering those costs.  

In other words, parent visa holders cost the government far too much money,  so they do not want to award those visas.  To close down the visas would require legislation and that is too hard (they tried already with the 804 and failed), so they just do a go-slow instead.  The other alternative is to increase the fee so it actually covers the costs to the government, but that would probably make it completely unaffordable (I believe it would have to double or more).

Hi,

I have applied for 143 in Aug 2016. My passport has expired and I have renewed it recently. Am I suppose to send a copy of the new passport to immigration? If yes, what forms do I need to fill and send copies along with it?

Agreed but also that review in 2016 recommended 804 be abolished and the charges for 143 greatly increased - this led to huge numbers deciding to apply for 143 in May/June 2017 because people were worried that there would be big changes in the new financial year from 1st July 2017. 9000 applied in those two months alone - probably spooked the govt!!

Quick update.... we received our permanent visa notifications on Friday finally!! Been a long and windy road to get here, but very thankful to have done so.

Sequence of events roughly:

Applied April 2016

AOS/Medicals Feb 2020

VAC2 request June 2021

Visa Granted July 2022

Congratulations - finally !! Nearly over. 
One last battle ahead now - finding a flight (getting rare and expensive apparently 😢) and surviving quarantine !!

Congratulations but your type 2022 by mistake We are same 2nd vac req and paid on June 2021 but still waiting for visa
