As to my acknowledge, once you get refuse from immi, they must send you an refusal letter with reasons for the decision has been made. You should ask your employer for that letter and find out the reason. Regarding to the declaration form that you r considered, as long as you submitted it before allocated a CO then should be fine. Does it state at the start that the nomination has been refused? as the declaration form stated i guess it is this one: http://www.border.gov.au/Trav/Work/Work-1/payment-for-visas-declaration-requirement they may suspect that you may pay for the visa sponsorship. You just need to read the documents carefully and tick in the "I have not engaged....". It is a form that needed for both employees and nominators with the new law. i guess your nomination is not refused yet, otherwise they will not send you this form.
