I have a similar issue, I have dual citizenship (UK and US) and have both passports. Not sure if it matters which passport I use on the application for 190.

i think it goes down after each SA SS has been granted. Do you have a backup? My sys admin went from high availability to medium then to special conditions, so I had to withdraw and apply for NSW SS (as my occupation is on the list there). i would start at looking at other options just in case your occupation goes to 'special conditions' where only recent Australian graduates can apply for that occupation...
