It's not the first case of this sort I've heard of. If they said you would have been invited anyway, there's no need to worry. Dropping the points to 60 will not be cause for refusal. If they considered you should be denied, they wouldn't have bothered to send the email. Anyway, the other two cases I've heard of were granted eventually.

Yes, there is IELTS, as explained in the posts above. What I was saying, if the dependents do not get 4.5 overall (dependents have been explained above by MaggieMay), you have to pay the 2nd Instalment, aka VAC2, aka English Education Charge (EEC). This fee is in theory for taking English classes, but this is not compulsory, nor should you pass any test afterwards.

There is no English test for dependents. They take your money for English lessons, but they do not require you to attend, or sit any kind of test.

NSW doesn't ask for work experience, but Engineers Australia might. You need to go for skills assessment.

You can get 60 points without IELTS points. But it will cost you more. Partner assessment - 1000$, or State Sponsorship - NSW 300$ (I heard some states do not charge a fee).

I still say all points are counted at DoI. But you may want to consult an agent for this, if unsure.

Yes, there is a new DIBP rule that says assessments are valid for 3 years only. About the other thing, I can understand their concern that you'll continue your life in WA after you get your visa. If you look in threads about sponsorship and jumping states, you will see there are a lot of people who consider they are not bound to the state that nominated them. So, States become more careful. You need to work harder to convince them.

There are several teams, so unless you know which one you are assigned to, you can't email them.
