WHV 417 to Partner Visa

Hiya, 
Any advice is welcome! 
My partner and I have been together for over two years now. 
C a British citizen & B a Australian citizen, met whilst B was in the UK. 
C now in Australia on WHV 417 ( 12 months ending August 2019). Hoping to settle here in Oz. 
We are looking at options on how to best move forward to benefit us long term (less employment restrictions and best pathway financially)
Skilled visa vs partner visa vs second WHV vs ??? 
Also considering involving an agency or immigration advisor? 
Appreciate any thoughts, ideas or recommendations.

If you qualify for a skills visa then you don't get "allocated a job" you would need to apply for one, so if you don'r want to move, don't apply for jobs in other areas.

But the temp partner visa still allows you complete freedom to work etc

Yes, although some employers can't get past the word "temporary" and will be reluctant to hire.  Plus (no offense OP!) if the relationship were to end they could remain in Australia on a permanent visa.
