There will be one around you, ours in in the town hall some are in libraries or even shopping centres. If you are doing an on line application then colour scans do not need to be certified though. Is it just a straight certification or does it need to be done by someone who's known you for a certain length of time? If it's just a straight certification then what you need is a Justice of the Peace (JP). Ring round your local libraries as they often have a JP come in one morning a week.
