I think you can lodge your nomination and visa before rcb but your rcb must approve .after your rcb approve they will check your nomination and visa i got my rcb in 2 months and some of my friends got in 2 weeks. It is depend on your luck. I applied nomination and visa seperately. My nomination took 9 months to approve.
