Cheap "Beef burgers" should be beef...no two ways about it! Horse burgers...should be horse meat... simple... Pork burgers should be pork....etc... It's effectively given a title for something that it's not. I personally eat all types of meat..and I understand others out there (for religious, cultural or other reasons) do not. It's is therefore a form of false advertising. The product is not what it says it is. Cheaper meat should be a cheaper cut from the animal in which it's taken...simple. Too many companies, people and others in the line of supply are trying to make as much mark up on products (not just food) these days instead of creating items that are noteworthy and worth buying!
