He waited from June 2016 without an answer. I think if they don't want or they do want to grant him a visa, they should give him a response so he can move on with life. 187 processing time is ridiculously long, 3 years without knowing where's your life going somewhere is a big mental breakdown.

Maybe some of them are bogus but not all, a lot of applications in 2016 which were refused at the end of 2017 based on jurisdictional errors of case officers without asking for any documents (refused based on assumptions or matters outside legal provisions). This is unethical and should not be blamed on the applicants. A lot of agents announced the same thing about this problem.
