What does it mean to have a CO assigned?

I can read a lot of comments about CO being assigned. How will I know that it happened? I've applied for SS in WA and yesterdary I got an email that my application is currently being assessed. Does it mean that I have got an CO?

Who should actually assigned a CO when I applied for 176? Is it the state or DIAC?

When people talk of having a CO assigned they are talking about their visa application, not their state sponsorship application. So no you do not have a CO as your visa application is not even with DIAC yet.

When you have lodged the visa application, you won't be notified that you have a CO. You will know you have one if they need something and decide to contact you.
