That would be Race Descrimination so long as they can legally work in the Uk they have to have their application looked at. All the Civil Service jobs that I have looked at in Australia have all said that you have to be a citizen before you can apply, I would love to think I had got that wrong. Commonwealth Public Servants have to be citizens. Local government can be permanent residents as others have said. The quote you highlighted actually referred to the government bringing people in to do a job which they could have filled with local talent. Of course, once you are here and applying on a level playing field then you would hope that they would employ on merit - as you say it is illegal to discriminate on race, sex, age or disability. Actually importing people to do the job that locals could do is a different ball game - no discrimination there as the people arent actually here to begin with.
