Ok, ill bite, even though you do not provide any information or show any prior research on the Aus Government website which can pretty much answer all your questions.

If he is "good at computers" and has "programming knowledge".

Does he have a degree in computing or similar?

Does he have at least 3 years work experience in computing?

If the answer is yes to both the question he can look at the skilled occupation list and find one that matches closely to his degree and work experience and take it from there.

The costs are also available on the government website, I cant remember them off the top of my head but you are looking at around AUD500 for the skills assessment of his degree and experience and around AUD2k for the visa plus around another AUD1/2k per person coming with.

The gap between the jobs shouldn't be a problem. 

They look at all experience in the past ten years and add it up to give you a score.

So ideally, he has a degree that is comparable to an Aus degree and work experience which is related to his degree.

The degree and experience is very important as he will need 65 points to apply under 189, with his age he gets 30, and if he gets high score in an english test he can get another 20, putting him at 50. The remaining points can come from a range of sources, but most commonly its from degree and then some points for experience.

There is also the option to do a RPL (recognition of prior learning), this is useful in cases where IT pros may not have a degree but oodles of experience and other training that could in fact add up to a degree equivalent.

You would be well advised to seek the guidance of a registered migration agent (there are a number who frequent this site). We have enlisted an agent and it has been a godsend.

Experience related to that qualification (count from the date the qualification was granted prior don't count)

Can he pass the ITSL-PTE english test (up to 20 points available here)

Any partner? do they have a skill on the list?

Any study in Australia?

Can he afford to do this? be realistic it could cost thousands depending on all the above
