I and my wife are already in Sydney on a PR visa(189). My wife's brother wants to migrate to Australia(he is fine with both 189 or 190 any state). His occupation is '222211: Financial Market Dealer'. Which states are open for him currently? His points situation:
1) Age between 27-32: 30 points
2) English is good and can score the highest band: 20 points
3) Graduate: 15 points
4) State nomination: 5 points
5) Experience: 5 years: 10 points
TOTAL: 80 points

Thanks! Do you need a job offer to qualify for Tasmania? Or is just scoring 60 points enough?

According to the website for 190 visa I see there are three category mentioned:

1. Tasmania Graduate

2. Job Offer

3. Family in Tasmania

For 489 all the above applies along with a 4th:

4. Small Business Owner

 

So I guess if you meet one of the above criteria, you can apply for Tasmania state nomination.
