On the DIBP web site we can find following definition: "Low risk applies to nationals from countries which issue ETA eligible passports. A list of these can be found on the department's website. High risk countries are those which are not ETA eligible. " But what if someone has two or more passports and one of these passports is from High risk country while other passports from Low Risk countries?
