489 - who can sponsor who

Hi,

I have a question regarding the sponsorship rules of the 489 visa.

My partners sister has a permanent resident visa. My parner and I are planing to apply for the 489 visa with me as main applicant.

Can my partners sister be my sponsor?

 

Based on the quote below from the border.gov.au I think that she can't. Am I right?

"The relative or the relative's partner you want to sponsor must be your:

  • child or stepchild
  • parent or step-parent
  • brother, sister, adoptive brother, adoptive sister, stepbrother, step sister, niece, nephew, adoptive niece, adoptive nephew, step niece, step nephew, aunt, uncle, adoptive aunt, adoptive uncle
  • grandparent or first cousin."

My original plan is to apply for the 189 visa.

My occupation is on the skill list but unfortnately i dont 't have any relevant experience (i checked with the assessing authority and relevant experience it is not a requirement). This means i have to prove SUPERIOR ENGLISH in order to gather enough points.

I'm curently looking for alternatives if proving superior english turns out to be a problem.
