No.

Well, can a person go to Australia on a tourist visa, do some job hunting, find an employer who is willing to sponser him and then apply to a work visa either while still in Australia or leave Australia and apply from own country?

Yes it is technically possible, however not advisable because when you travel into Australia you are supposed to have a genuine intent to be a tourist, not be job hunting.

And if there is any indication that that is what you might be doing they would turn you round at the border and you could be banned for several years.

So do not arrive at immigration on a tourist visa with hardcopy CV, job references, education certificates or correspondance from prospective employers given as said if subject to a detailed inspection any of these could be grounds for cancelling the tourist visa and worst case an exclusion.

OK, so if immigration get wind of the fact you are looking for a job you'll get kicked out, you might not even get out of the airport, good luck with getting a visa after that, and then why an earth would any employer offer a job to someone who doesn't have the right to live in Australia, when there are hundreds and hundreds of thousands of unemployed already in Australia

Thanks for your advice and help everyone! Finding a job first and then applying to a work visa before going to Australia is the best course of action afterall.

If you have the funding and time make a visit as a tourist as too many people have a vision of the country as their dream destination and whilst a holiday is not same as living there it would at least give you a flavour whether it could be right for you. Just follow advice on being a genuine tourist with a tourist itinerary and nothing else.
