Onshore 820/801 Partner visas are rising from $4575 to $6865. As you say, they don't have to. At least if you can find the money for the visa and minor things like medicals and PCCs, that's it - the sponsorship requirements are very easy to meet after that. The requirements for sponsoring a spouse to move to the UK are much more onerous e.g. the sponsoring partner must earn at least £18,600 or have over £62,500 in savings (or a combination of savings and income) and more is required if there are any dependents. I figure they are trying to discourage people from applying onshore...e.g coming over on a tourist visa with the intention to apply for a partner visa onshore all along...
