Mixed experiences are usually assessed as 254499 (nec). -
I doubt if they are really connected with DIBP (as in the former Department of Immigration and Border Protection), now merged beginning Dec 2017 with other agencies as Department of Home Affairs. Unless they are consular officers connected with the Australian embassy or consular office, for sure they are only agents connected with local travel/migration agencies and using the "DIBP" as trade/business name.
