ANZSCO Transitional Arrangements

George Lombard

Recommended Posts

DIAC has finally announced how the transitional arrangements are going to work, see Australian and New Zealand Standard Classification of Occupations (ANZSCO)

This is critical news for people holding current skills assessments or current state sponsorships and who are yet to lodge a general skilled migration visa application.

Cheers,

Hey all,

Well I've read all the different sections, and I might be completely being stupid and missing it somewhere but, I can't seem to find, if we as applicants and have corresponding job titles, need to change our codes ourselves or if they will? Or do they just process pre July 2010 visas under old codes? Surely if there is a exact matching job, but with a new number, you don't need to be re-assessed. Sorry in advance if this is somewhere on there in BOLD!! :)

Hello George

Could you please answer my question?? :notworthy: This list seems to be encouraging, but it raises no. of questions especially about these code and title changes of occupations!!!

My OH is Counsellor (nec) which i got through ASCO as per this list, is it equivalent to Psychotherapist??? I am going to apply for visa on 1st July and a couple of week back I got my WA SS for Counsellor, now i am confused to which OH i should nominate??? Counsellor or Psychotherapist, and do i need to wait for WA SMP to apply for visa subclass 475, can I proceed further on 1st July...

Your suggestions greatly appreciated...

Thanks

Thanks for this George.

I have a question for the PIO community..

I have a +ve skills assessment for 2231-11 Systems Manager, which correlates to 262113 Systems Administrator which is not on the SOL. I have had a 176 fam sponsored application in since March 2009, so currently cat6ii. I was planning on getting state sposnorship but told by QLD to wait for 1st July announcements.

However my current job title is Senior Systems Analyst. 261112 Systems Analyst is on the SOL !

Should I get a new ACS assessment and try to get QLD sponsor or what ? What a mess !

Am I right in saying that under DIAC transition arrangement SKill assessment for ASCO 2211-11( Accountant) is valid for ANZCO 221111( Accountant General) and 221112( Managment Accountant)

I am member of CPA - AUSTRALIA and CIMA-UK and planning to apply after July 1.

A4Ron - thanks for posting this question. As coincidence would have it. I'm in exactly the same boat as you! My application has been in since Oct 09 and eagerly waiting the WA SMP.

i am really confused about this.

I have a skills assessment as engineering Professional NEC - Environmental engineer.

But looking at the ANZSCO codes, environmental engineers should be chemical engineers... I don´t understand...If my ASCo code is not from chemical engineer, I won´t be able to convert it to Environmental engineer?

I have to question the thinking behind some of these correlations. My nominated occupation is a personnel consultant...i chose this above personnel officer as in my experience consultant is a higher level of job title and shows more breadth of knowledge and experience and i've worked at a senior level for over 5 years.

I'm shocked that the list correlates HR officer to a HR Adviser but my occupation of Personnel Consultant is correlated to a recruitment consultant!! No offence to recruitment consultants but surely a personnel consultant has much wider breadth & depth of knowledge and experience...recruitment is just one part of my role. Plus in many companies a recruitment consultant is a sales person not a HR professional.

i appriciate this may not mean much to those not in the HR field but to me it just does not make any sense. I'm hoping that one of the states will need HR professionals (its in demand in 2 states) but would hate to be held back because recruitment consultants are not included in this...i may need to go back to vetassess.:arghh:

our back up plan was to go with OH's IT occupation but those correlations make even less sense!!

The "official" mappings for IT professionals won't make much sense to those that don't "fit in", but you have to understand that the guys who did these mappings are probably not IT professionals to begin with.

In my humble opinion, the ANZSCO-based segmentation of the IT profession is even more messy and clumsier than the old ASCO-based ones; but that's probably just me.

It is becoming quite obvious that good advice from a competent agent who really understands IT occupations and the ACS's requirements will go a long way in the new GSM world for IT applicants.

Peter

ACS has just announced how it is going to deal with applications from people who require reassessment, and has foreshadowed that new PASA guidelines are going to be announced on its website shortly (along with a summary of the changes to the February 2010 guidelines).

Details on reassessment - applying to anyone who has an ACS skills assessment now and needs it issued in an ANZSCO code for either an independent, state sponsored, SMP or ENS application - are below:

Dear clients,

The ACS wishes to advise you that, on 1 July 2010, immediately after the commencement of Migration Amendment Regulations 2010, the ACS will assess a visa applicant's nominated skilled occupation according to the ANZSCO standard.

Following arrangements will be made to facilitate the ACS Pre-application Skills Assessment (PASA) during ASCO-ANZSCO transformation.

Who are these arrangements for?

These arrangements are for applicants who:

  • have been affected by the temporary suspension of certain General Skilled Migration (GSM) visa applications on 8 May 2010, and
  • have the skills and qualifications assessed as SUITABLE under the ACS Pre-application Skills Assessment Guidelines in place at the time of skills assessment application, and
  • received a result letter issued within the time frame: 1 May 2010 - 30 June 2010 inclusively, and
  • are able to provide a verifiable independent evidence of possessing skills and qualifications closely related to an occupation listed on the Skilled Occupation List (SOL) as at 1 July 2010 or the Employer Nomination Scheme Occupation List (ENSOL) as at 1 July 2010, and that occupation continues to be an acceptable occupation for skilled visa program purposes, and
  • wish to be reassessed under ANZSCO standard, and their ASCO occupation information may not be considered under skilled visa program ASCO-ANZSCO transitional arrangements endorsed by DIAC.

*The PDF documents below show the full list of DIAC-endorsed correlations from ASCO occupations to ANZSCO occupations for each of the above lists.

See: http://www.immi.gov.au/employers/_pdf/asco-anzsco-sol-correlations.pdf and http://www.immi.gov.au/employers/_pdf/asco-anzsco-sol-correlations.pdf

If you are such an applicant, please apply for the review of your original skills assessment using Application for Review of PASA available from the Migration Skills Assessment Section on the ACS website http://www.acs.org.au/index.cfm?action=show&conID=downloadforms.

Your application will be assessed free of charge.

If you are not able to meet the conditions outlined above, you will need to lodge a PASA application under standard for the level of qualifications, training and work experience required for an IT Professionalas at 1 July 2010 and pay the full application fee.

If you are uncertain whether your skills assessment is acceptable for a visa application, please contact DIAC to discuss your situation.

Anyone needing advice on ACS reassessments should indeed contact an experienced migration agent, particularly as it doesn't seem likely that ACS will offer any guidance as to the appropriate ANZSCO codes.

Cheers,

George Lombard

Hi George,

what does this statement means

  • wish to be reassessed under ANZSCO standard, and their ASCO occupation information may not be considered under skilled visa program ASCO-ANZSCO transitional arrangements endorsed by DIAC.

I receieved +ve assessment as 2231-79(Unix Specialist) on May 11, 2010. According to correlations 2231-79 maps to 261399 Software and Application Programmers NEC. Unix doesn't fall under this ANZSCO. My skills better match to old Systems Manager ASCO 2231-11which is mapped to 262112 Systems Administrator. So can I claim for this ANZSCO code and ask ACS to reassess me under this code. System Administrator is on schedule 4 and I hope this skills will be on SMPs.

Please advise.

Thanks in advance.

"wish to be reassessed under ANZSCO standard, and their ASCO occupation information may not be considered under skilled visa program ASCO-ANZSCO transitional arrangements endorsed by DIAC. "

This is my case. I contacted Engineers Australia to ask them abou this, because I am an environmental engineer, but I will not be converted automatically to the new ANZSCO code. So, in case I need to do it, this is the procedure:

Thank you for your further enquiry ...

As long as the 12-month validity period of your letter has not been

exceeded, then:

1. The outcome you have (ASCO 2129-79) IS still valid before COB 30

June 2010 if you if you are eligible to apply for a particular visa

which is not currently and temporarily suspended.

2. The outcome you have (ASCO 2129-79) IS still valid if, after 1

July 2010:

- your Migration application is in the DIAC pipeline as at 1 July 2010

(per Schedule 1); OR

- you are applying for Migration per Schedules 2 or 4

Without another assessment, I see that the DIAC rules only allow you to

convert your outcome to ANZSCO 233999.

If you require an updated duplicate assessment outcome letter for

Migration purposes, we will require you to mail or courier your request

to us, including:

- your precise request (including for reassessment in ANZSCO 233915)

- confirmation of address

- your assessment client ID number (3541670)

- AUD $68.18 (or $75 incl.GST) admin fee - see attached form

- return of the original letter OR a Statutory Declaration stating

what you believe has happened to the original letter and why you require

another (Stat Dec to be appropriately endorsed by a Notary Public, etc)

"received a result letter issued within the time frame: 1 May 2010 - 30 June 2010 inclusively"

what about those whose letter was issued prior to 1 May but didn't get their application in to DIAC before 8 May...surely they don't have to pay again? This doesn't seem fair, my OH's was issued in April, we were only waiting for the IELTS results.

The whole IT piece seems to get more and more confusing. I bet ACS are rubbing their hands with all the money they'll make out of these changes and confusion!
