The route would be via the subclass 475 Skilled Regional Sponsored visa, with sponsorship either from an eligible relly or from one of the States: Skilled – Regional Sponsored (Provisional) visa (subclass 475) Australian General Skilled Migration Booklet Basically you need 100 points so the whole thing turns on how you get to 100: Skilled – Regional Sponsored (Provisional) visa (subclass 475) You do have to get a positive skills assessment first, though. If yu are thinking of Dental Hygienist you would need the equivalent of the AQF Diploma. I think NVQ4 is usually accepted as the equivalent of the AQF Diploma but I can't swear to that and I don't know what (if anything) else Vetassess might accept instead.
