Applying for more than one visa?

I think it depends why the first visa is declined.   Honestly, the best approach is to book a consultation with a migration agent and get them to help you work out a strategy. 

Be aware, though, that the government has drastically cut migration this year and there are big changes coming. Whatever those changes are, you can bet they will make migration more difficult, not easier.  You may end up planning to study for an occupation that's currently on the list, only to find it gets cut next year.   

For that reason, if your strategy involves retraining, make sure it's in an occupation you'll want to follow even if your Australian dream doesn't materialise.

It depends on many factors and the reason for the refusal.

Depending on your visa status at time of refusal a Section 48 Bar may apply.

If refused on on some Public Interest Criteria, an exclusion period may become active.

Best to get some professional advice for your particular situation.
