Areyousure
It would be a better idea for the Australian government to ease into it. Make it 4 years living in Australia with 2 years of pr instead of the current 1 year. But trying to change from 1 to 4 at one go, would not be the best idea. Zet01
I agree with you @Areyousure. Making it 4 years PR will hurt those staying here longer such as work visa, student visa holders. This will still need to pass again, so it might not happen this year.. I hope.

Thanks Zet01 For the time being, until the bill comes up on the parliament, are new applications being accessed as of before July 1st? Personally I will be able to apply after September 19th so hopefully no changes until then.

I would guess so, but apparently there is over 200,000 citizenship applications waiting to be processed.

Crossing fingers that it will be implemented late. Current processing times is around 14-17 months as per the website.
MrGrieves
Early November, and nothing has happened yet. I doubt anything will happen until March now (if anything ever happens). I have to wait until the 15th of February to lodge my application, so fingers crossed...
