I have a friend who wants to visit from the Philippines only for a holiday but I can't work out if she can visit. I can't see why not but it seems the ETA isn't available to her. Any ideas?

I most strongly advise visitor visa applicants from the Philippines (and other high risk countries) to consult a registered migration agent for advice about strategy.

Why is it so difficult for them to come just for a few weeks holiday

There are some of my countrymen who, like many others, would apply for a tourist visa but intend to work.

 

When I applied for a tourist visa to watch the F1 race in Melbourne I applied online and paid $300. My sister gave me an invitation letter and an itinerary to support the application.

Because they are a high risk for overstaying. Its that simple. Many come and never leave, work illegally etc. DIBP want to see that they have a life at home to return to, and will not stay here beyond the end of the visa -hence the need for a proper visa not just an evisitor.

China, Malaysia, USA, Britain and India are top of the list of nationalities over staying their visas. Wonder if those nationalities also have to jump through hoops to receive a visa.

So many hoops over the years that I'm thinking of becoming a performing dog in a circus.

 

Thats the main definition of a high risk country, that and the high level of fraudulent documentation. immigration's definition, not mine!
