Depends what your occupation is as to whether you need a skills assessment under two years, there is a small exemption list which we qualified for... In terms of costs it's visa fee for yourself and a slightly smaller additional fee for those included on your application, the medicals, and police check.

 

You can apply at anytime provided you and your employer meet all eligibility criteria, our process took three months from application to grant.

Just wondering what is involved in getting PR when on a 457 employer sponsored 4 year visa,do you have to wait 18 months etc & what are costs involved?

 

To get PR you have to apply for one of the permanent visas, you don't apply for "permanent residency" as a status. If you qualify for one of the permanent visas you can apply for it any time you like, there is no requirement to spend time on a 457 visa beforehand. Two permanent visas you could consider are the 190 and 189, another is the 186 and your employer would need to sponsor you for that one.
