With State Plans unlikley to be out before September, and then needing to be processed by that State, depending on which State you are intersted in, your 175 visa could have been fully processed by the time you lodge a 176 visa. We have lodged a couple of recent Category 3 applications and they were requested to go for health and character checks within 2 weeks.
