This is a historical position dating back to roman times and controlled by the Church. Oh er !! find you local one here : http://www.facultyoffice.org.uk/Notaries1.html Be advised they are also Lawyers/ solicitors and prices vary so do check all in your area and don't be afraid of a bit of bargaining.
