You can apply for a 457 temporary employer sponsored visa while you're in Australia on a 'holiday' visa. You can also apply for a permanent ENS 121/856 visa if your 'holiday' visa is a subclass 417 Working Holiday visa, but not if it's a tourist or 462 Work and Holiday visa. In the 457 and 121/856 case, you will be granted a bridging visa that allows you to stay in Australia while you wait for a decision - the bridging visa will have the same work privileges as the visa you hold when you apply.

 

All other visas are offshore visas. You can actually apply for them while you're in Australia, but they must be granted offshore and you are not eligible for a bridging visa. When your current visa expires, you can only stay in the country to wait for the offshore visa to be decided if you get some other visa (tourist, 457 or whatever) that can be applied for onshore.

Provided you meet all of the other requirements for a 457 i.e. a job and employer sponsorship meeting all visa requirements; eligible occupation and acceptable experience, you can apply for a 457 while you are in Australia on a tourist visa. 457s can be applied for onshore from any 'substantive' visa and a tourist visa is substantive.

The employer must be approved as a sponsor and the nomination must be approved and the sponsorship application and nomination must be lodged before or at the same time as your visa application.

 

Ask your agent why he says you can't apply for a 457. The 417>121/856 approach is obviously out because you're not eligible for a 417 because of your age, but I'd be very interested to know what the problem is with the 457 approach (unless of course you don't have eligible skills or experience or whatever).

As I've said, from a tourist visa you can only apply for a 457, but once you have that, because you're a carpenter and have had your skills assessed, if your 457 employer is willing to sponsor you and meet the requirements for 856 sponsorship, there would be nothing to stop you from applying almost immediately for an 856 - a 457 IS an eligible qualifying visa for an onshore application.
