I believe Citizenship is four years of residence with a citizenship test. Atleast one of the four years has to be as a permanent resident and I believe 60% is a pass on the citizenship test i.e. 12 out of 20.

Step 1: Am I eligible? – General eligibility

 

The relevant section seems to be this bit:

 

People who became permanent residents on or after 1 July 2007 must have been lawfully resident in Australia for four years immediately before applying including:

 

  • 12 months as a permanent resident
    and
  • absences from Australia of no more than 12 months, including no more than three months in the 12 months before applying.
