Changing visa while on 491 onshore

Hi, I have a question which I am getting mixed information about. 
 

I am currently residing in Perth on a 491 visa. I know we are eligible to apply for the 191 PR after 3 years. But as I am currently eligible for the 190 can I pay the fee and apply for this visa if I wanted to or must I remain on the 491? 
 

Any help would be appreciated. Thanks.

This is not true for the 491 and the OP will need to wait for three years before they can apply for a 190.
