Hi I wondered if anyone had any info and this and could help me:

I lived in Australia in 2011 as a Permanent Resident for two years. I came back on a Return Resident Visa in April 2022. (With a few holidays in between the years to visit family here)

My question is do I count as a new Permanent resident visa holder again and do I have to wait the two years for government maternity pay? Or legally have I been a permanent resident since 2011?

It's referred to as the newly-arrived residents waiting period (NARWP), so if you've already lived here for 2 years as a PR then I don't think it will apply to you. I'm sure someone in the know will clarify this.

Ah okay I see. I’ve also just read that it’s different for people whose visas were granted for 2019. I’m trying to contact Centrelink for information regarding the RRV and Maternity pay but so far no luck!

The waiting time for Parental Leave Pay (Maternity pay) is 2 years for visas granted either before or after 1 January 2019. it's one of the payments that hasn't changed.

Like most government benefits it's means tested, so you may not get it depending on your financial circumstances. You and your partner will need to meet the income and assets test.

There's going to be some changes from the 1 July 2023 which may affect you. I'd have a read of this and the subsequent pages, as Centrelink are notoriously hard to get through to on the phone.
