Owing to covid-19 they had to file visitor visa extension. While they are at present on extended visitor visa can they now plan to file 804 aged parents visa? They most likely actually applied for a new visit visa onshore, in which case yes they should be able to apply. The real question is be should they apply. If this was the intention from the start and researched properly then fine.
