RRV and BVB (need to travel after lodged RRV in Australia)

My family member who has lodged his RRV application last week, but as he didn't meet the 2 years residence requirements, his waiting time seems will be long for the visa to be process.

His visa will expire tomorrow (1 July 2019), but there is something urgently came up overseas that he has to go back to his home country. Can he apply for Bridging Visa B to allow him to travel and come back to wait for the RRV?

Or if he can't apply for BVB, what will happen if he leaves Australia while his RRV application is waiting for decision? Will there be any impact? Thanks!

Do not leave without a BVB, particularly if he would struggle to get a visitor visa easily. He needs to apply for a BVA then a BVB.

Much better to remain onshore. Remember that if he stays onshore his PR is safe even if the RRV is refused. If he is on a bridging visa there is a whole host of problems if there is an issue with the RRV.

He will lose the right to return to Australia and could be stuck overseas. Don't risk it.
