Areyousure
Immigration Minister David Coleman says he is looking "very closely" to provide incentives and simplifying the visa process to get more migrants to move outside of the major cities. Mr Coleman says giving immigrants good reasons to move to regional areas and ensuring they remain living where they said they will is key. "It's also about ensuring that that's followed through upon. Obviously if people come on a visa that's meant to be based in a regional area then compliance needs to be there to make that happen." https://www.sbs.com.au/news/migrant-group-warns-against-regional-push seems like they are going to encourage people to move to regional areas rather than forcing.

JetBlast
The 489 isn't an issue really as people can't move onto a PR visa without meeting their obligations. I can see the 190 being scrapped.
