You see that although the world spins everyday not everyday is bright and sunny. There are some cloudy and rainy days. Similarly, Not all applications and nominations are approved together. The actual status on your file is "work in progress" but I guess they are busy to update that. So there there. It will come. I have witnessed it. You will too.

So here's what I think: There are two case officers. One is hardworking and the other is lazy. They both get 50 files to process each. Some of these files are from June and some July. Let's, for arguments sake, say that each case officer gets 25 June files and 25 July files. Now, case officer 1, the hardworking one, finishes off his work quickly. He's done with his batch of 25 June files and 25 July files. He then gets a new batch of October files. And once received he gets back to his business. On the other hand, case officer 2, the lazy one, has only done 15 of June files. He still got some June and most of his share of July files to go. So if these scenario is repeated over multiple case officers we do get some early processing. This way they don't violate the "first in line gets served first" rule either. Unless of course the big b0ss dictates something else.

Like did you mean... That the case officer is assigned and he(assuming he's a he), is fully happy with all the documents and is satisfied that they the documents meets all the immigration law requirements??? In that case, why would he even waste a second? Laziness doesn't count as an excuse legally. So did you get the answer you were looking for?
