Firstly give the Positive skill assessment and Complete the IELTS and get the points before valid EOI

That only apply if the parents are old enough to be eligible for an onto land Aged Parent visa. the cost about AUD $125 K

You can start uploading papers after you've lodged and paid the fees. You don't have to upload things correct away, but if you have them ready, then there's no reason to wait. Don't wait to be asked as it's possible they could make a decision based on what you've included in your application.
