"published by Bowen li on Thu, 17/03/2011": do you think this hasn't been discussed before? In a nutshell, yes, they anticipate processing priority 4 in the coming year, and maybe that is why the quota for Skilled Independent visas has been raised from 34k to 44k for the year 2011-2012.
