Can a parent be a dependant? They can be Chris but some very stringent conditions. I also see you have location as Melbourne and so if you're already in Australia, parents overseas will not neet the dependants requirements but there are also parents visas, eithe a more costlier one[~$34,000] that has about a 2 year wait or the standard one for about 7-10 year wait. What some people do is use a tourist visa that can give them up to two years in Oz with one trip out, and then if the ourist visa does not have a "no further stay" condition attached they can apply for an onshore standard parent visa and get a bridging visa or with a nfs condition they do a second trip out and come back on an ETA and without the nfs condition they apply for the std. parenting visa and get their bridging visa.
