Countersignatures & 'related by marriage'

Ok, does anyone know who actually comes under the 'related by marriage' definition? Everything I read indicates it's basically my husband's parents, grandparents, siblings, aunts and uncles.

 

But what about my sister-in-law's husband (no, not my brother but my husband's, sister's husband) - would he be related to me by marriage or only to my husband? I figure that the definition has to stop somewhere otherwise most people in the country would be considered related to each other! :wacko:

 

I need someone to sign my ACRO form urgently, but my GP is away for a couple of weeks and we've availed ourselves of our dentist's kindness too many times lately. Unfortunately, neither of us have known anyone for the required 2 years who fits into one of the categories, but my sister-in-law's hubby is a dentist and would be able to do this on Sunday for us.
