No, as far as I'm aware they don't have to be in the country for 185 days, if they are going to be living, working and driving in the UK then you apply when you arrive. It is still possible to work in the UK without one as long as you tell the employer that you have applied for one. Same for the drivers licence, just apply when you get here.
