457 visa/Employer Sponsorship

Hi 

Looking for a bit advice. My hubby and I have recently returned to Scotland from Melbourne visiting family and would like to move their on a temporary or permanent visa (if possible). 

My occupation is classed as a Welfare Worker or Disability Services officer in Oz which is not on the skills shortage list for Victoria. My hubby is a Labourer and semi pro football player. We would like to move to the western suburb, Melton but there is no 457 visa opportunities for my occupation in this area. 

There are so many visas and I'm confused at what I should do next, the 186 & 187 also require employer nomination which employers don't seem to offer.  Any advice/guidance would be appreciated.

You may have to go down state route with SA for example and go there for a defined period then move to Vic.
