You can apply for this visa while in Australia and receive a bridging visa. Providing that the visa that you originally entered on does not have a 'no further stay' condition.

 

 

Not correct - sorry.

 

I think you may be confusing the 103 Parent visa with the 804 Aged Parent visa.

 

The 103 visa is an offshore visa with no Bridging Visa entitlement.

Thanks for reply here is an other question how much is the second installment for 804 cannot find it anywhere and what temp visa do we need while we wait for it

The fees are shown on the DIBP website, you just need to scroll down the page...."19a The second instalment – for each person included on the application is $2065."

 

The applicant would get a bridging visa once they lodge the 804 application.
