Visa application - dual citizen ?

I am about to submit my application after receiving an invite and am looking for some advice.

 

My wife was born in UK to Spanish parents and had a UK and Spanish passport when she was younger. When her Spanish passport expired she choose not to renew it and only has a valid UK passport now.

 

She does however have a valid Spanish ID card (DNI).

 

Would she be classed as a Spanish Citizen in the application form ?

 

She has contacted the Spanish Consulate in Edinburgh who have been less than helpful.

She can apply under either UK or Spanish, but she will need a passport for that nationality before the visa is granted. She then declares the other nationality on the application.
