Call the council and ask then when will be the next public ceremony is also ask them whether they got your details from DBIP

The new requirements will apply to all new applications for Australian citizenship.thats what it says in Immi site. So those who have applied need not to worry

You have to wait for test appointment email. Once you get the email then you can change the appointment

But you need to satisfy the 4 years stay in AustrAlia condition. If you been in Australia for more then 4 years then that would fine. Else you need 4 years stay

You need to be in Australia for 365 days. So you can apply only on 366th day 15th April. If you been away for few weeks then you need to wait for few more weeks to compensate that Holiday period.
