Yup, they can hold your application on your request and then you can add the new born child in your application as well. BTW, it is not possible to skip X-ray.

Family Registration Certificate is not a BAY form. It is a certificate issued by NADRA, for Rs. 1,000, upon request having the names and pix of both parents and the applicant.
