Do we have to wait a year before we can put in for our visa or can we submit it say in 9 months time with a covering note saying that she will have a years experience in 3 months (or by the time the visa is granted). But in answer to your original query, you must meet the work experience requirements before the application is lodged. Anything (work experience-wise) that occurs after the application is received will not be counted.
