In Victoria you can  subscribe directly with the ambulance service to be covered, without needing insurance.

Oh sorry, I should have been clear. I was stating NSW rules. Ambulance in NSW is covered through insurance unless you are a pensioner. But yes, ambulance rules vary state by state
