Movement options as an offshore applicant

I am an Australian born citizen, my partner is American (I know this forum is for Brits, but my question isnt nationality specific, for visa exempt countries anyways)

I want to sponsor him for residency (partnership visa) but we have an elongated trip planned at the end of the year that we had planned well before we decided to apply for Aus residency (we were initially going to go for US residency for me but have since changed our minds)

Anyway, we cant apply for onshore because my spouse cannot leave to go on our trip if we apply onshore as you have to stay put while its being processed.

If we apply offshore, while we are travelling, will he be allowed to come to australia on a visitors visa for short stints?

Our plan was NZ for a month, stop back into Aus for a week to re group and grab our snowboard gear and head to Japan for a month, come back to Aus, drop me off and my partner will fly back to America (from Aus) to await the visa process out.

Can my partner stop into Aus 2 times for afew days at a time on a tourist visa with proof of ongoing flights etc if he has an offshore visa application in progress?

We just want to get it started ASAP so why not as soon as we go on our trip?

Thanks

You do not have to stay put whilst an onshore visa is processed. The Australian government has no right to detain visa applicants.

Apply onshore. He will get bridging visa A when the WHV expires which can be changed to bridging visa B when he wants to travel. No tourist visas required and full working rights.

Tourist visas straight after WHV can be problematic yes. I wouldn't risk it myself.
