Makes no difference whether you're on a PR visa or are a citizen. The only thing that might assist you is if you spent time living in a country which has Social Security agreements with Australia. Check the list here - http://www.humanservices.gov.au/customer/enablers/centrelink/international-social-security-agreements/countries-that-have-agreements-with-australia .
