'Living Away from Home Allowance'

Hi does anyone know how to get this allowance? I am nurse on a e457 visa with a husband and 2 children. I have been here since Dec 07 and the visa is for 4 years. On my contract it said the 'LAFHA' is TBA. However, after working for 2 months I have been told that I do not qualify although I am not told why? Any suggestions would help. Thanks. Karen
