SkillSelect - Occupation ceiling Vs Planning level

What i could see from the SkillSelect's Occupation ceiling is that it sums to 40,000 odd visa. However the Planning level for 2012 -13 is at 190000 (according to Fact sheet 20 in DIAC website). I was wondering how they would reach the planning level target swith only 40k in current occupation ceiling. Will it be a monthly increase?

This is what it says here http://www.immi.gov.au/media/fact-sheets/20planning.htm#d this adds up to 190000

 

The 2012–13 Migration Program is set at 190 000 places. This comprises:

 

  • 60 185 places for family migrants who are sponsored by family members already in Australia
  • 129 250 places for skilled migrants who gain entry essentially because of their work or business experience, business qualifications, skills or sponsorship
  • 565 places for special eligibility migrants who are former permanent residents and have maintained close business, cultural or personal ties with Australia.
